Water resources law is the field of law dealing with the ownership, handle, and use of water as being a resource. It is most closely related to property law, and is also older than and distinct from laws governing water high quality. Water is ubiquitous and will not respect political boundaries. Water resources law may apply to any portion with the hydrosphere over which claims may be made to appropriate or keep up with the water to function some purpose.
