The concept of Human Resource Planning

Human Resource is the most vital factor for the survival and prosperity of the organization. Human resource planning is one of the crucial aspects of human resource management because it helps to ensure the needed manpower for the organizational goal. The success of a human resource planning process not only helps the organization itself but also helps the society’s prosperity. It is a set of activities undertaken to forecast an organization’s labor demand or requirements and internal labor supply, to compare these projections to determine employment gaps and to develop action plans for addressing these gaps. Due to the globalization movement, the competition to provide quality and low-cost products has been increasing day by day. In this situation, the HR department has to plan in order to provide the quality manpower to compete in the market.

Human resource planning may be defined as a process of predetermining future human resources needs and course of action needed to satisfy those needs to achieve organizational goals. It is relatively a difficult task for the personnel management. It ensures that an organization has the right number and kind of people, at the right place, and at right time capable of performing well in the organization. It is particularly so in business enterprises which are often subject to forces outside their control such as social, political and economic changes.

Moreover, human resource planning is a process of knowing that what kind of people should be recruited to ensure the quality performance of the organization. It tries to ensure that the required competency is maintained in line with the organizational mission, vision, and strategic objectives.

 It helps to translate the organization’s objectives and plans into the number of workers needed to meet the objectives. Hence, it claims at:

  • Balancing demand and supply of workers,
  • Controlling the cost of human labor,
  • Formulating policies on transfer, succession, relocation of manpower,
  • Ensuring right kind of people at the right time and right place.
