Fortifying of enforcement machinery by using increasing the manpower, strengthening infrastructure, etc. is essential for effective implementation of labour laws. At present the percentage of enforcement officer to industrial establishment is incredibly low. Over the years the amount of Acts, number of establishments and variety of workers have increased manifold. The Working Group, therefore, suggests a complete review of the effectiveness of the enforcement machinery. Creation of an Almost all India Service for labour administration to supply professional experts in neuro-scientific labour administration, autonomous bodies and labour adjudications may help.
